SBC Debug Mode

The SBC (System Base Chip) safety watchdog is by default ENABLED so if the Zynq does not boot and is not triggering the watchdog then SBC would turn off power until full power off. To avoid this the DEBUG pin of the SBC chip must be connected to valid voltage to select DEBUG mode that disables the watchdog at power on. Without this the module power would go off in a few seconds after power up. This is safety feature.
