It is a Cypress firmware tool that cannot be used to download bitstream. It can be used for

  • recovery boot (it doesn't require that a firmware is already downloaded on the USB FX2 microcontroller)
  • upgrade a Genetarion3 firmware version (it does require that a Generation 3 firmware is already downloaded on the USB FX2 microcontroller)
